The Borough Clerk's Office is the central information center for the Borough; it is the liaison between the citizens of Glassboro and the Governing Body.  The Clerk's Office is statutorily responsible for several duties.

Secretary to the Municipal Corporation

The Municipal Clerk is the secretary to the municipal corporation and is custodian of the municipal seal and all Minutes, bonds, contracts and archival records.

The Municipal Clerk, as the secretary to the Governing Body, prepares Agendas, is present at all meetings, keeps a journal of the proceedings of every meeting, retains original copies of all ordinances and resolutions, and records the Minutes of every meeting.

Coordinator and Records Manager

The Municipal Clerk serves as Coordinator and Records Manager responsible for implementing local archives and records retention.  If a member of the public requests a government record, a Government Record Request Form must be completed and forwarded to this office.  We will notify you when the request is available, and the appropriate fee.  Forms are available on our website.

Notary Public

Our office provides notary public services.  Current proof of photo identification is required. The fee is $2.00 per seal.

Elections/Register to Vote

The Chief Administrative Officer in all elections held in the municipality is the Municipal Clerk.  The Clerk is also the Chief Registrar of Voters in the municipality.  If a resident needs to register to vote, change their name or address, or change their party affiliation, the form can be obtained at our office.

Licenses/Permits

The Municipal Clerk, serving as Administrative Officer, is responsible for the acceptance of applications for the following licenses:

Bingo
Raffle
Solicitor/Vendor

Additionally, we accept applications for Parade Permits and Street Opening Permits.  Forms are available on our website for most licenses and permits.

Pet Licenses

Dog and cat licenses can be purchased at Borough Hall or by mail. When mailing your payment, please provide current rabies information, and proof of spay/neuter along with a self-addressed-stamped-envelope for return mail. Checks should be made payable to the Borough of Glassboro (separate checks for dogs and cats), 1 South Main Street, Glassboro, NJ 08028-2592. The Code of the Borough of Glassboro, Chapter 156, limits the number of dogs and/or cats to 3 per property. Licenses are issued annually, beginning January 2nd. Any license issued April 1st or after is subject to a $10.00 late fee. State law requires that rabies vaccination must be current to November 1st of the licensing year. All pets must be licensed, including indoor dogs/cats. Please watch your mail for the reminder notice, which is mailed the end of the year, and includes information about our free rabies clinic. Each year we hire the Society to Protect Animals to perform our Annual Pet Census.

Effective January 1, 2008 Pet License fees are as follows:

Spayed/Neutered Dogs and Cats  $ 12.00 each
Non-Spayed/Non-Neutered Dogs and Cats $ 15.00 each

Marriage and Civil Union Licesnes/Birth, Marriage, Civil Union and Death Certificates

This office also maintains all records of births, marriages, domestic partnerships, civil unions and deaths, which have occurred in the Borough of Glassboro, since 1918.  A request form is available on our website.  Current proof of photo identification is required to release a certified copy of any of these records.

Marriage and Civil Union Applications:

Applicants have the choice to apply where either partner resides.  If both applicants are from out of state, they must apply where the event will take place.   Applicants should call the registrar to schedule an appointment.  If either party has been in a prior marriage, domestic partnership or civil union, we will need to see a final divorce decree, dissolution of a civil union, determination of domestic partnership or death certificate.  We need the full name of both parties, as well as their birth certificate or passport; the names (including maiden names) of both sets of parents; the name and mailing address of the person who will perform the service; and we will need to see the photo driver's license and social security numbers for both applicants.  Additionally, you will need to bring a witness over the age of 18 years old. After application is made, there is a 72-hour waiting period, and then the license is good for 30 days.  There is a $28.00 cash fee.  Currently, a blood test is not required. Applications are by appointment only Monday, Wednesday and Friday.

The fee for certified copies are $15.00 each.  Please call the Registrar for additional instructions.

Additional Services

Purchase Biodegradable Bags

For your convenience, you may purchase biodegradable bags (for leaves or grass clippings), at the Clerk's office. Bags can be purchased in sets of five (5) for $2.00.

Sidewalks & Curbing

If you need to repair or replace any curbing, the apron of your driveway, anything on a borough easement, where that area meets the street, you will need to apply for a street opening permit.  The form is available on the website or in our office.  If you have any questions, please contact Russell Clark, the Highway Department Superintendent.

Streetlights

If a streetlight goes out in your neighborhood, please get the number on the pole as well as the address, and report it to this office.  We will contact the electric company to have it replaced.
